THE NECESSITY OF TRAINING

Under IM's ISM Code (International Safety Management System), which is mandatory for all Owners and Ship managers, is the need to ensure not only proper procedures in the selection of sea-going personnel but also to clearly demonstrate that those same personnel are frequently monitored in respect of their training needs.

Therefore, it is necessary to ensure that the personnel, prior to joining vessels, receive updated training in the necessary areas even if they are already in the possession of the required documentation. To some extent, onboard ship training can compensate for the shore training deficiencies, which is now a requirement under ISM Code. However, this depends mostly on the willingness of the senior officers to administer the prescribed proper training programs.

TRAINING FACILITIES

To adhere to this necessity, many Owners are investing huge sums of money into various types of training facilities within the Philippines. These training centers are basically the same in their equipment and the courses they can offer, resulting in pure duplication of effort for the sake of competition.

There exists in the Philippines many and varied training facilities which being already in existence should be utilized to obtain the most economic benefits of SELECTIVE TRAINING.  Our training program, however, seeks to coordinate the requirements of all owners and managers to ensure proper training of their sea-going personnel.  Our training program includes the selection of the best training centers available accredited by the Philippine government and foreign Administration, to undertake the specified course required. In this way, we are able to ensure that the Owners are receiving the best training for their personnel, and that the training given conforms to the internationally recognized standards.

THE TRAINING REQUIREMENTS

Individual crews' training certificates are checked for their validity and are required to undergo retraining courses as necessary . All Tara Trading crew on vacation, prior to joining their next Tara Trading vessels, shall be required to conform to the following training requirements, unless the Owners require specific upgrading courses :

"1.1 Basic Safety Course with PSSR Certificates, valid as per STCW 95"

THE TRAINING SYSTEM

The candidate, new hire or ex-crew, is processed as to his previous qualifications, his past experience and his planned line-up for his next vessel . On the basis of his training certificates on hand or the lack of it, the availability of the training courses during his vacation and the time constraints, the candidate is then sent to a training center that we have previously approved for upgrading courses. On completion of training, the Certificate of Training is submitted to us in
coordination with the training centers, in order that the candidate can be processed for his next employment.

Seamen, who are found to have insufficient training requires upgrading courses, are rqeuired to report to our office within 7 days upon disembarkation of their vessel in order that we are able to appropriately coordinate the required training courses prior to their re-embarkation of Company's vessels. However, in the event of short notice, or the officer or crew have not taken the required courses, said officer / crew will be re-scheduled for training at the next earliest opportunity.

All cost of fees for the training we approve are to be initially borne by the seaman, but are later refunded by Tara Office, once the seaman boarded his vessel. This means that Tara Trading Shipmanagement, Inc ., and consequently, the Owners are protected against paying out fees for training of seamen who join other companies . This way, it also ensures that the seaman himself regards the training as a serious matter and not just a paid exercise by the Owners.

Basically, the training cost is paid by Tara Trading through the renumeration of monthly training fee by the Owners to Tara Trading as may be stipulated in the Agency Crewing Fee or through a Contract of Agreement entered into between Owners and Tara Trading for this purpose.

Our scheme seeks to train all sea-going personnel under our manned vessels. However,it will be appreciated that the frequency and number of seamen trained will be mainly dictated by the amount of training funds available to the training needs of the crew and that the cash flow should be sufficient to totally pay for such training courses taken up by the crew. Hence, we have formulated the system of SELECTIVE TRAINING .

Should other courses be available that would be advantageous to require our seamen to attend then such training courses will be included in our schedule accordingly .
